Maha Seya and its complex of adjuncts and to bequeath this treasure
on the generations to come, for the well being of the dispensation
of the supremely Enlightened being - "The Lord Buddha."

RUWANWELI MAHA SEYA AT ANURADHAPURA
The
construction of the Mahaweli Maha Seya commenced on 20th March
1983, under patronage of the Late Hon. Gamini Dissanayake, then
the Minister of Mahaweli Development, an idea of Venerable Elle
GunawansaThero, to fill the void, created by the submersion
of a number of Buddhist Shrines in the construction of Kotmale
Reservoir and the accelerated Mahaweli Programme net work. This
Mahaweli Maha Seya was meant to be a modern monument to the
great Cultural Heritage of the country and the religious Icons
lost in the process of some development activities of modern
Sri Lanka.
For
the first time in 1700 years since the glorious ancient days
in which Sri Lankan line of Kings flourished, a massive stupa
named Kotmale Mahaweli Maha Seya Complex is now being built,
utilizing the state-of-the-Art technology and techniques enabling
this massive structure to symbolize the contribution of not
only of the privileged but also the masses everywhere in the
world.
This
majestic Stupa is a landmark structure of epic scale, sited
on an escarpment overlooking the Kotmale Reservoir. This Mahaweli
Maha Seya will be the first Mega Stupa of Kandyan Kingdom and
is associated with the Sri Dalada Maligawa of Kandy.
The
structure of Mahaweli Maha Seya designed by the former Chairman
of the Mahaweli Cultural Foundation Trust, late Vidya-Jyothi
Dr. A.N.S. Kulasinghe; an eminent engineer of international
repute is now nearing completion. The designed height of the
Stupa is 2 feet lower than the great Ruwnweli Mahaseya at Anuradhapura.
The
continuation of the construction of this massive Stupa [Pagoda]
was recommenced under the patronage of Hon. Maithripala Sirisena,
then the Minister of Mahaweli Development as the subject Minister
in late 2000, after about ten years of inactivity. The construction
of Square Chamber was commenced by under the patronage of Hon.
Gamini Jayawickrama Perera then the Minister of Irrigation and
Water Management in mid 2003.
Completed
works
The
piled foundations, the first pesawa, the concrete shell dome
200 ft in diameter and the reinforced shell only 11 inches thick
(the biggest shell structure in the country), the Square Chamber
[Hatreskotuwa] ,the God's Chamber [Dewatakotuwa], the [Kothkerella]
(all in stainless steel), have now been completed.The 13 feet
high brass pinnacle in 12 sections was locally manufactured
placed on the structure on 18th November 2007.The Crest Gem[Chuda
Manikkaya] for the pinnacle has been donated by Mr. Ananda Tissa
from Pelmedulla. It is estimated for Stage 1 that the total
value of construction work done so far is around Rs 160 million.
which includes the Rs 46.0 million spent by the Trust from Year
2000 To date.
The
finishing works of 42 feet high Square Chamber, 28 feet high
God's Chamber and 78 feet high Spire utilizing Stainless Steel
are 90% completed. However, if funds are available, the Trust
could complete the balance work of fixing Zinc Alu.Colour Bonded
Sheets with transparent panels Panels on the top of 80x80 Feet
Square Chamber Roof and the finishing touch of outer stupa super
structure with around 05.4 million Rupees, within a period of
about 05 months.
Stage II - The estimated cost of Rs.123 million
The
balance Coìtruction works of the stupa include the 42
ft. high inner stupa, where the relics will be deposited, the
inner stupa podium with four statues of the Great Buddha, 1st
Floor and Ground Floor, which requires excavation of the present
ground level by almost 30 feet, the inner circular raised platform
attached to the dome, the associated peripheral windows, the
four Entrence Gates [Vahalkada] of the dome, the Two Main Entrence
Gates [Vahalkada], etc.It is estimated that this work will cost
around 123 million Rupees.
Stage III
The total funds required to complete balance works of the entire
complex, inclusive of Awasage, Danasaalawa, Administrative block
and Pilgrim's Rest, Bomaluwa, Landscape etc. located in a 70-acre
extent of land is expected to be around a further 80 million
Rupees.
The Mahaweli Cultural Foundation Trust has the confidance to
complete the entire Complex within a period of about 02 years,
if funds are available.
The
Trust
The
Mahaweli Cultural Foundation Trust [ M C F T ] was
established under the Parliament Act No. 2009 / 27. The Trust
which was accepted as a Tax Exempted approved Charity of the
Government by the Department of Inland Revenue No. ACT/09/New/524
has undertaken to completet this modern religious edifice and
collecting funds from local and foreign donors.
Responsibilities of the Mahaweli Cultural Foundation Trust are:

Completion of the sacred Kotmale Mahaweli Maha Seya, which is
presently under construction and carrying out maintenance and
rehabilitation work of the same
"
Facilitation and ensuring an environment suitable for performance
of traditional Buddhist and cultural rituals at Mahaweli Maha
Seya religeous complex.
"
Holding exhibitions, lectures, seminars, and printing publications
to educate about the objectives of the corporation and performance
other relevant activities.
"
Assisting the continuation and progress of Buddhist institutions
in all provinces, priority being given to the Central Province
where Mahaweli Maha Seya sacred land is situated, and taking
every possible step for the progress of Buddha Sasana.
"
Establising and sustaining contacts with Buddhist organizations
in Sri Lanka and abroad and encouraging the same.
"
Establishing a Consultative Committee consisting of Maha Nayaka
Theros of Three Chapters for the maintainance of the centre
as an international Therawada Buddhist Centre.
"
Protecting and popularising Buddhism and the righteous lifestyle
preached therein.
"
Helping the progress of educational activities of Buddhist children
and putting timely programmes into effect to improve their spiritual
virtues.
"
Acting so as to protect the cultural identities of all religions
and
"
Performing other incidental or suitable religious acts to achieve
all or any of the objectives of the Mahaweli Cultural Foundation
Trust.
Trustees
The current progress of Mahaweli Maha Seya is assiduously managed
by 20 Members of Mahaweli Cultural Foundation Trust under the
Chairmanship of Eng. H B Jayasekera with 3 committees which
consist

Silva,
The
Central Engineering Consultancy Bureau [C E C B], a leading
multi-diciplinary government engineering organization with 36
years of Experience is the honourory Construction Manager and
consultant for the project.
Funding
The construction work of Mahaseya in the year 2000 was commenced
with amounting to Rs. 8.2 m And a Donation from the ministry
of Buddha Sasana of Rs. 1.0 Million, A campaign for fund raising
was launched to complete the upper part of the outer stupa and
the Trust could collect around 2 Million Rupees from Year 2001
to mid of Year 2004 from the devotees who visted the site and
from other donors.It should be recorded that everybody helped
in this pioneering phase and workers themselves donated part
of their wages.
Anuradhapura
Ranweta Fund donated Brass Material to a value of Rs. 310,000.00
to cast the 6 Feet Diameter and 13 Feet high Pinnacle. Mr.Tissa
Ananda of Ananda Gems, Pelmadulla donated the 21 Inches Crest
Gem which forms the culminating ornament of the stupa.
The
Trust invited His Excellency Mahinda Rajapakse the then Prime
Minister to help raise funds and he willingly accepted to continue
His Excellency's partonage. During the period of mid 2004 to
end of December 2008 the Trust managed to collect funds from
well-wishers around 32.2 million Rupees including ³ 05
million Rupees from President Fund donated by Her Excellency
Chandrika Bandaranayaike Kumarathunge, ³ 05 million Rupees
from D A Rajapakse Fund donated by His Excellency President
Mahinda Rajapakse, ³ 05 million Rupees from colleagues
of Mr.Rohan Dissanayake, ³ 01 million Rupees from Mrs.
Milina Sumathipala, ³ 01 million Rupees from Mr.H K Dharmadasa,
³ 01 million Rupees from Mr.Dhammika Perera, ³ 01
million Rupees from Mr.Susantha Ratnayake and ³ 01 million
Rupees from Cpt.Gamini Nanayakkara.
It
was Estimated Rs.66.0 million for the completion of Stage 1
in Year 1999. But theTrust could manage uninterruptedly to complete
90% of the work from year 2000 to Year 2009 at the cost of Rs.46.0

is likely that we may be compelled once again to temporarily
abandon the works, while waiting for the fund flow to improve.Therefore
