8.   COST ESTIMATES I CONSTRUCTION SCHEDULE

 

8.1   Cost Estimates

 

The cost estimate of the project based on quantities for the major items of work com­puted from drawings and unit prices is given in Table below. Provision of 10 to 20 percent for contingencies to allow for variation in quantities and unit prices is included in the cost of each of the items. The cost of investigation and final design and 6f engineering and overheads is computed at 2 and 5 percent of the cost of the engineering works. Specialist services have been estimated on the basis of the proposed require­ments at current rates. The cost estimate does not include the cost of farm machinery and farm working fund which though essential for the project development is not a direct charge to the project authority.

 

The estimated cost of the project is Rs.656.76 million including a foreign exchange component of Rs.182.20 million (US i~30.41 million). The farm investment cost is Rs.120.3 million of which the foreign exchange component is Rs.32.3 million equivalent to 5.4 million US. dollars at the parity rate of six rupees per dollar.

8.2   Project Implementation

 

The transfer of water from the Mahaweli Ganga to the project area will be effected by mid 1975. From there on the settlement of 15,500 new farmers and the integration of the 8,000 farmers resident in the project area will require a minimum period of five years. The construction of the engineering works and land levelling are not on the critical path. Hence all construction and settlement works are scheduled for completion before the end of 1979.

 

The work is scheduled for execution in the following order.

 

(1)  Kala wewa Left Bank system involving the development of 18,000 acres of farm area and the improvement of the Kala Oya between Kala wewa and Rajangana Tank and the Siyambalangamuwa drainage streams.

 

(2)  Kandalama Left and Right Bank systems benefitting 14,000 acres and the improvement of the Kala Oya between Kandalama Wewa and Kala wewa and the Dambulla Oya.

 

(3)  Kala Wewa Right Bank system upto Kiralagama Tank benefitting 10,000 acres and the improvement of the Kattiyawa and Mediyawa drainage streams.

 

(4)  Kala wewa Right Bank system from Kiralagama to Pahamunagama Tank benefitting 15,000 acres and the improvement of the Kala Oya below the Rajangana Tank.

 

(5)  Kalawewa Right Bank system below Pahamunagama Tank benefitting 14,000 acres.

 

Each unit corresponds approximately to the works required to be completed to carry out an year’s programme of settlement.

 

The final investigations and designs are scheduled for commencement immediately, starting with the Kalawewa Left Bank system so that construction of the channels can commence in early 1974. The clearing and smoothening of the farms are scheduled for commencement in early 1974, so that land levelling and construction of field channels can commence by mid 1974. By mid 1975 when the first batch of settlers move in 14,000 acres of farms will be ready for final land preparation and cultivation by the farmers.

 

The selection of settlers will commence in early 1974 at the rate of 3,100 new settlers and 1,600 resident farmers per year. The recruitment of the selection teams and their training is scheduled to commence in mid 1973.

 

Construction Programme

 

The construction work is scheduled to commence in January 1974 and completed by mid 1979. This is based on the programme of settlement. Hence the work will have to be finally assigned to the prospective construction agencies in time before the end of this year. This will give them sufficient time to work out their site organisations to mobilise their resources, set up construction camps, etc. to commence active construction in January 1974.
