PROGRAMME FOR 1976
Stage II (26,000 acres) (112, 117 and H9)
Development
Programme
The
programme for 1976 envisages the development of 26,000 acres of farmland,
thereby enabling the re-settlement of about 10,000 farm families. The 26,000 acs. will
be located in Areas H1, 112, 117, 119 as shown in the annexed Plan. The
irrigation Blocks that will be developed are as given below—

v It is intended to settle
farmers once every quarter of the year and to make land available for
cultivation at the rate of about 6,000 acres per quarter.
(1) Engineering
The main items of work to be executed for the development
of the acreage as given in the programme would be as follows:-
i)
LB Main canal from Mulannatuwa
to Maha Katnoruwa.
ii)
Completion of Branch Channel No. 1 m Kalawewa LB.
iii)
Branch Channel No 2 inclusive of extensions that may
be necessary.

Improvements to Maha katnoruwa Tank
v)
Construction of distributary
channel in Blocks 305, 306, 307, 309, to 314
vi)
Extension of RB Main Canal of Kandalama
up to end.
vii)
Randeniwewa, Mahawewa and Mandawela Tanks.

2.1 Selection and
training of 6,000 farmers

enable the 10,000 farmers to commence cultivation during the year.
4. Investigation, Planning,
Designs and Co-ordination
The irrigation Department and Mahaweli Development Board
would provide the necessary engineering services. All kalawewa works would be handled by Irrigation Department
except for the Kalawewa RB sluice. All works on H7
and H9 Area would be handled by Mahaweli Development Board except for the Kandalama RB Main Canal extension.
5. Supervision of Construction
The supervision of construction will be carried out by the
Mahaweli Development Board. For this purpose, construction sub offices will be
established as follows.
(a) Area H2
Work will be
supervised from Kulannatuwa office. A field office
(without residential facilities) will be established in Block 309.
(b) Area H7
A construction camp and
office will be established near Madutugama.
(c) Another sub-office on the main

being established at Halmillawa for development of Dambulu Oya Reservoir and Area
H9.
The buildings that would
be put up in these construction camps, wilt be of a permanent type and that
they could be used for future operation and maintenance of the project.
6. Construction Agencies
It is expected that
Construction Agencies would undertake work during 1976, as tabulated in Annex. II.
7. Finances
Total finance required is
Rs.245.5 million (excluding FEECs) out of
which Rs.40 million will be in foreign currency.
The draft budget for 1976
has the following provision for Stage II:—

8. Problems in
Implementation
The
main problems in implementing the programme of work are as follows:—
I. Each
State Organisation listed in Annex LI should be firmly committed to deliver the
output expected. If such involvement is not forthcoming, the programme cannot
be undertaken.
2. Land
preparation work cannot be undertaken as suitable machinery will not be
available. Trials should be carried out in 1975 with existing machinery and
arrangements made to procure machinery before January 1976. Tentative estimates
indicate that 32 Nos. D7 Tractors with rippers and 160 Nos. “4000” Farm
Tractors with 3 disc ploughs are required.
3. Plans
and proposals for the provision of general facilities such as Postal,
Educational, Health, Transport, etc. have not been finalised for implementation
during 1976. Some definite action has to be taken immediately.
4. All
acquisition for the 1976 programme has to be the responsibility of 0. AX,
9. Settlement
Apart
from the 26,000 acres of irrigable area, and additional 7,500 acres have to be
developed to provide homesteads, hamlet centres, village centres, centres for
community facilities, etc.
Obtaining
way leave, acquisition of private lands, re distribution of private lands,
selection and settlements of farmers, provision of community development, marketing and credit facilities to the farmers to be done by
Mahaweli Development Board.
In view of the
volume of work involved in 1976 programme, it is essential that a number of
officers experience in Land Administration, specially
at senior staff level are obtained.

Future Programme for
Stages H & UT of Project I
Detailed
implementation programmes will be prepared for the development of the 39,000 acs. yet
to be developed under Stage II in areas H4 and H5 in the Kalawewa
Right Bank. These will be irrigated by means of an extension from the right
bank main
A
preliminary investigation report has been prepared for the development of 8,000
acs. Under Kantalai Tank including 6,500 acs. of Sugarcane f paddy
under Stage LI A. This and 1,500 acs.
is the part of Stage III that will be taken up first
in order to give high priority for sugar production. This will enable the
surplus capacity of the processing facilities at the Kantalai
Sugar Factory to be fully utilized and thereby the sugar industry will be more
economical. This work will also be commenced during the period 1977-79. The
balance 12,000 acs. of new lands under Kaudulla in
Stage III will be taken up thereafter. Detailed programmes for these works will
be worked out before implementation. About 60% of these areas (other than
8,000 acre area under Stage III A) will be developed for highland crops and the
balance 40% of lands will be used for lowland paddy.
